Turn off VPN or Proxy
Turn off antivirus and any antivirus add-ons in your web browser.
Please make sure that you logged in from country in which account was created.
Plus waited over 48 hours to try again to send a payment.

And yes, I verified my bank and yes, I verified my credit card and yes, I want to send money with PAYPAL BALANCE.
And yes I know you will never help your customers. Lost all hope to you.
