I really need to contact paypal over a refund issue but i just cant ! I have tried the message centre were I found the agent rather rude and unhelpful to say the very least. The last comment from this chat was If you go to our website and select Q&A and select how to put a formal claim Here I can not do anything else. This does not seem to be a thing as I cant enter a formal claim, if you search for it there is not a listing. I think it was an excuses to get ride of me". I don't have face book account, I know shock horror but I did not realise it was a condition in order to email paypal. The issues is my claim has been declined based on "the information we have to date, we have to deny your claim. This decision was made because your billing dispute doesn't match our qualification for a billing dispute". I get this but my issue is there is not a correct section to fill in. Basically I sent an item back for a refund, seller has confirm they have it and have issued the refund but the refund is pending on there paypal and to contact paypal. The message agent say there is nothing I can do and wont answer how I solve it or how I raise it correctly. The agent confirms that I have protection for a refund not issued after good returned but saying there is nothing he can do. Can anyone help please ? thanks
