@P3wP3wP3w Paypal are not a bank, they work with banks. My shop is not a bank, but I work with banks so I can receive payments. However yes their customer service can be pretty poor at times.

I received an underpaid postage email from PayPal and I have the PO receipt with the weight of the package that was sent First Class. Now USPS says I owe them more money. I sent an email to USPS at verify postage help and will call the phone number. This is the second time this has happened within the last 6 months and if there's no way for USPS to prove the underpayment and they insist that I owe them money, I may decide not to use PayPal any longer for mailing my packages. Who is to say that this won't happen more frequently with USPS knowing that PayPal customers have no choice but to pay if they want to ship with PayPal?

I have the exactly the same issue currently. My account was debited but the payment was declined. It showed as declined in the notification center of Paypal and it said that it can take few days for it to be reflected in my bank account. Now even the notification is gone from the notification center so I cannot refer to it. Nothing was reverted back. And the bank charges a fee to initiate an investigation. Who is going to pay this fee? It sounds like a common problem that Paypal has faced before. So should not you guys initiate the investigation? It shows on my bank account that the payment is for Paypal. Otherwise why would I continue using paypal if you cannot solve a problem with money. That is the core of your business and that is the core for the trust relationship between you and us. On top of that I try to get hold of someone to speak with from Paypal but even your message center is down. Or at least that is the error message I receive when I try to inform you about the problem so I had to come to tell you about it. This is ridiculous. Thanks Brian

It’s absolutely impossible to get a hold of anyone at PayPal on a Saturday... send a CSR an email that takes the whole day for them to respond to.. can’t talk to a human being on the phone when you call... I’m definitely disappointed with the customer service and the lack of consistency with this service. Time to go back to Vero!

I've had this problem for almost a year. When I try to contact Customer Service, all they tell me is that my account isn't limited, and that the problem must be in the other person's account... which makes NO SENSE because it literally happens to every single person who tries to use my PayPal.me link. I don't have a website, and I have not enabled web services or web payments.
