I'm sorry to hear that you do not have official photo identification. Without that, it's unlikely that a limitation would be able to be resolved, nor identity confirmed for any other reasons. Customer service would not be able to offer any other options is identity confirmation was one of the requirements of resolution, but if there are other reasons for contacting customer service, a message can be sent by clicking Contact at the bottom of the PayPal website, then Message us.
