I had recently won a dispute against a scam and the seller had agreed to refund me, I wait around 10 days and I get an email saying it could not be completed and when checking my account, it now says the refund is cancelled. I called PayPal on the phone and they said it was an issue on their end (this was a week ago) and within 2 days I would get an email likely confirming a refund. I get that email saying that I will be refunded, but the paypal transaction still says its cancelled and there has been no refunds given. What is my best course of action here? I cant reopen the case either and emailing PayPal gave me an automatic response which yielded nothing of use.
