Merchants (Business Accounts)

I'm sorry to hear the order you placed wasn't with the proper merchant. Unauthorized claims are filed when someone logs into your PayPal account and completes purchases without your permission. If you do not receive an order or if the order arrives and isn't as described, you will want to file an Item Not Received or Significantly Not as Described dispute.
It sounds like you may have checked out as a guest. Is that correct? If so, you will want to contact our Customer Support to file a dispute. I hope this helps!

If someone sent you an invoice, this means they are requesting money from you. Funds cannot be attached to invoices. Therefore, money was not sent to your account or from their PayPal account when the invoice was initiated. If your sender is having trouble completing a payment, they may contact our Customer Support for our team to look into this further for them. I apologize for the negative experience!
