is this Ebay sale? this is a chargeback,thats why you are hit with $20 penalty fee from his cc issuer. You have to appeal and make PAYPAL pay for the loss plus remove the $20 as you qualify for UA SELLER PROTECTION. The proper way for a seller to refund the buyer is find he transaction and refund from there,so when Paypal found it he has made the refund,then the case is in seller favor . Are you sure Paypal is not saying you don't have a tracking number for return,so no proof you have returned the item . You need to upload the tracking number to your case if you have open a case. so where is the trcking number now?

it is not for no reason. There are a lot of scammers who ship nothing or ship empty box,I am sure you are honest and have the item to ship,but if yo have sold another item of the same price range back to back,this could be the reason this one is on hold.
