If you received an email and see the invoice/money request in your account, you can forward the email to the email address to report phishing emails found here: How do I report potential fraud, spoof or unauthorized transactions to PayPal? with a note saying that this request/invoice is randomly sent to you and a scam because you never ordered such services and to please delete/remove from your account. If it’s only an email, just forward the email without the note.
