You should be able to submit a ticket through https://www.paypal-support.com/s/login/. When you log in, it'll take you to the Account Overview section. Select "Contact Us" at the bottom and you'll be able to submit a ticket. You'll receive an 8 digit ticket number (e.g. 06******), if you provide that I'll be able to follow up on your ticket. Thanks,

If you're having trouble accessing your API credentials, we have information on paypal.com/selfhelp that will provide information on how to access those.
