As you have an "unverified" account, there are limits on your account for sending, receiving and withdrawing funds. The "only" way to remove those limits is to "verify" your account. This process does require having a bank account and credit card linked and confirmed. Completing two out of three of the following steps can help PayPal verify your account, which in turn may allow PayPal to remove any withdrawal cap and/or limits: Verifying your bank account. Linking and confirming your credit or debit card information. Providing any additional documentation as proof of ID if requested.

You're asking a peer to peer community to assist with something that cannot be done through this public forum. You can double check your account yourself to ensure that you did cancel the recurring payment - if you did, it may be a timing issue depending on when you cancelled the payment and you would have to contact the seller or merchant about a refund. Here's how to check: Login to your account. Click the Settings (gear) icon near the top of the page. Under the "Payment" section. Select "Manage Pre-approved Payments". Select the merchant whose agreement you want to cancel and click "Cancel". Click Cancel Profile to confirm your request. * Cancelling a subscription cancels all future scheduled payments of that subscription. * A subscription can be cancelled up until the day of the next scheduled payment.

There can be various reasons for the message however, we have no details about your account setup, first question is - is your PayPal account verified ?? Meaning you have linked both a bank account and credit card. If your account is unverified, there are limits for both sending, receiving and withdraws. (In some cases, you're pompted to pick another funding source because the one you chose may not have sufficient funds and/or you don't have a backup funding source.)
