It's possible that the payment you're referring to has been stopped by the PayPal security system.
To provide one of the safest online payment services the internal security system reviews every payment before it's approved. Occasionally, PayPal must stop a payment. This is similar to the way most banks and card companies work. When a payment is stopped, it's not a reflection of you or your account activities, but rather PayPal has noticed a pattern associated with higher-than-normal risk.
In these situations, you would likely need to work with the merchant directly for other payment options.

Depending on your location, you may be able to add your local or a U.S. bank account to add funds and resolve a negative balance.
Here's how:
Click Wallet near the top of the page.
Click Link a bank account.
Select your bank account from the common list or click I have a different bank.
Follow the on-screen instructions to add your bank.
You can add up to 8 bank accounts to your PayPal account. Each bank account can only be linked to one PayPal account at a time.
The benefits of adding a bank account:
You can withdraw directly to your bank account
You can send money for free
Here's how to complete the confirmation process online:
Click Wallet near the top of the page.
Click the bank you want to confirm.
Enter the exact amounts of the 2 deposits made to your account, then click Submit.
The random deposits are temporary and will eventually be debited from your bank account.

If you have submitted information and the account remains locked this indicates that additional information is needed. When this happens PayPal will send an email advising exactly what is needed. If you haven't received an email please contact Customer Support by clicking on 'Contact' at the bottom of the PayPal page. You can also reach Customer Support through Facebook and Twitter.

You can reach customer service at the bottom of any PayPal page by clicking "Help & Contact." Select password issues, chat with us, and then chat with us about your password issue. This does not require you to be logged in.
