I'm sorry to hear about the trouble with your merchant, that can definitely be frustrating. Regarding closing disputes, once a dispute is closed by the buyer through our system, we do not allow it to be opened again. That's why we give the warning before you close it that this is the only case you can open and there won't be a chance to reopen it in the future if something happens. Merchants will sometimes ask buyers to close the case for a refund because they know they can't reopen the case afterward. In the future, please know that a case does not need to be closed in order for the merchant to send a refund. I apologize for any inconvenience this may cause, but you'll need to pursue a refund outside of PayPal.
