I recommend you to talk to your mom and ask her to contact her card issuer so they could credit the funds they have set aside for the transaction. If not, it may take one billing cycle before the funds will appear on your mum's card.

The option on your friend's end to either accept or decline the payment is certainly because of his primary and available currency on his/her end. Let me know if you have any questions.
