I understand that the seller was not willing to ship the item until they had access to the balance. You opened a claim and the seller asked you to close this in order to refund the money.
If you close the case you are letting us know that you found a solution with the seller. You can only open 1 case per transaction. When a case is closed by the buyer, we are not able to reopen this.
A seller will always have the option to refund a payment. If a case is open it will also be closed automatically when the refund is completed. In order to keep the buyer protection, we would always advise keeping the claim open.
At this point, you can only try to contact the seller for a solution, sorry.
