My sincerest condolences over the loss of a loved one due to Hurricane Maria. 😞 I wanted to offer some clarity on what options Puerto Rico and other U.S. territories have when it comes to using PayPal. Guam, Puerto Rico and the U.S. Virgin Islands are U.S. Territories and will open U.S. accounts. Customers registered from U.S. Territories can send and receive money.
Customers registered with an address from a U.S. Territory DO NOT have the following benefits:
•The PayPal Debit Card
•The ability to open a shipping account at www.MyUPS.com
•PayPal Here, PayPal Payments Pro/Advanced and Virtual Terminal
•Check Withdrawal
Customers registered with an address from a U.S. Territory DO have the following benefits:
•Can have a confirmed credit card billing address
•Withdraw funds to a U.S. bank account
•Add and confirm a U.S. bank account, use confirmed bank to fund payments and adding funds to their account
•PayPal Credit Products are available to U.S. residents who are of legal age in their state of residence. This includes Guam, Puerto Rico, and APO/FPO military bases
In addition, Friends and Family (personal) payments are available in Puerto Rico through PayPal.
For Venmo, availability is based on whether the account holder has a U.S. phone number.
