PayPal may have closed the account and you will need to phone PayPal to make payment arrangements. I read a similar issue a couple days ago where the user no longer qualified for PPC so the account was closed with a balance; PayPal had provided phone instructions for payment. Something in your financial situation likely triggered the closure. By closing the account PayPal makes certain you cannot get new credit. You will only know the answer by phoning PayPal support.

Did the Samsung tablet have your password for PayPal saved on the device? PayPal would be able to determine if the transaction was initiated from the tablet. Did you file a police report for the tablet? How many guests ever come into your home? Children, grandchildren, friends, or others?

PayPal is not a bank. PayPal is not a checking account. To withdraw funds you can request PayPal mail you a check with funds from your account. The check will be sent by mail. You cash the check in a bank. PayPal has credit cards for which you must apply; approval will depend on your creditworthiness and financial situation.

There is no option to modify a transaction. For urgent matters phone PayPal support within a couple minutes of initiating the transaction; it it could modified it would have to be done immediately. Only PayPal support could tell you for sure.

PayPal Credit does not permit a cash advance into one's PayPal account. What make you think it was a cash advance? Furthermore, PayPal Credit is not always available for a payment; PayPal evaluates each potential purchase. So explain what happened.
