Very sorry that your first visit to the community here is due to such a difficult situation.
To answer your questions (and I hate to be the bearer of bad news):
1. Short answer: yes. They did not receive the item (for whatever reason, be it poor communication, intentional avoidance, etc.), we have tracking that shows that it was returned back to you (and I'll cover that in a second), so they would be entitled to a refund through our dispute process. The status of the address isn't a concern; we don't differentiate between confirmed and unconfirmed in a dispute.
2. If you don't issue the refund on your own (which would pull from your bank if your PayPal balance isn't sufficient) and PayPal refunds it on your behalf, your PayPal balance would go negative. At that point you could make payment arrangements or wait until incoming payments are sufficient to cover it.
3. Eh...not really. I guess the only thing I can think of is put yourself in the buyer's shoes. If you didn't have what you paid for (again, for whatever reason), you would probably want your money back as well. Although I hope you would wait more than an hour after trying to contact the seller before opening a dispute. 🙂
4. That would be a great question to ask UPS. I completely understand wanting signature confirmation if an item is returned to sender but that would be something they'd have to implement.
5. There's a high probability that you will wind up having the funds reversed via the dispute. As far as recovering your property, you would want to speak with UPS about where your package wandered off to after they apparently delivered it. If it was insured, maybe they will be able to do something about it.
