Thank you for your post. I'm sorry to hear that the transaction is not showing in your PayPal account and the receiver has not received the funds. I'll be happy to give some general assistance.
Did you double-check the spelling/accuracy of the email address, username, or mobile number to which you sent the payment? If there was no account associated with the information you entered, it may be that they have to be claimed by the person at the other end of that email address or mobile number. However, there would be a transaction showing in your account. It would not be completed, but it would be there as unclaimed. You may be able to cancel the transaction if it is in that state, as long as there is no account associated. If a payment doesn't have a cancel option but is unclaimed for 30 days, it will return to the payment method that was used to fund the original payment after that time.
If that is not applicable here, I recommend contacting Customer Service to allow someone to investigate further and provide the kind of account-specific assistance that isn't possible in the Community Forum. Click Contact at the bottom of the PayPal website to see contact options.
