If the transaction is listed as "Eligible" for Seller Protection and is delivered to the address on the transaction details page with delivery confirmation (with signature if over $250), then you will be in good shape under PayPal Seller Protection. If it is listed as "Ineligible" or "Partially eligible", you would be assuming the risk. Your logic in considering the cost vs. the benefit makes sense.
To answer your last point - we do have Customer Solutions representatives available by email and by phone. If you click Contact Us on any PayPal page, it offers a phone number and an email form option. If you log in from there, you'll get the phone number for your region and a secure webpin number to breeze through account validation... but even if you don't log in, you can proceed to get a number to call.
