I want to inform you that if the refund status shows completed on your PayPal account then it means the amount has been processed from the PayPal system. The timeframe has been set by your financial institute where PayPal do not have the privilege to expedite the process. All refunds will be sent back to the payment method of your original payment. If you've used your credit card to complete the transaction, then your refund will go to your credit card. It may take up to 30 days for the refund amount to appear on your card statement. I am sorry to hear that the receiver has not received the payment.  I would request you to check the status of the payment in your activity log. I like to inform you that if the payment is completed, we do not have the access to cancel the completed payment. The payment has left your account and their is no problem from your end. Hello, @Brianred    Thank you for your post and welcome to PayPal community.   I understand that you're withdrawal funds are on pending and you want to know if you can cancel the withdrawal.  All transfers are subject to review and could be delayed or stopped if we identify an issue. A review can happen for various reasons. Some examples may be that you received a higher-than-usual amount of money into your account, you may be logging in from an unsecure network, or you may have made changes to your account recently.
