As long as the case is still open you still have a chance. PP keep pushing the resolution date is forgivable, what is not is that they seem to always rule on the side of scammers. Let's hope your case is the exception.

You are correct in that the seller has no intention of a genuine sale, it's a well known scam, The return shipping is so prohibitively high that even with PP's subsidy ($30) you'd lose money. And with no guarantee the refund will go thru because the address could be suspect. Seller is counting on buyer/victim will not send it back and ends the case there. What you can do is contact customer service again (chat in message center seems more reliable than phone for most) and get a live rep to help you get an exception to the return shipping rule. Others have done it (including me), just have to get lucky and persist in convincing the rep to see the unfairness of the return shipment policy.

It does take months to resolve a dispute, and if not ruled in your favor can take more months to fight it with PP. Sorry for the bad news but that's how PP treats buyers. They are a seller's service provider, not the buyer's, despite popular believe.

I must have written a dozen times saying how this scenario would be funny if it were in a movie. How PP is handling these scams and associated disputes is ridiculous to say the least. It borders on being criminal the way PP knowingly allows scammers to take advantage of consumers on PP's platform. The only possible remedy (other than taking PP to court) is to contact customer service (again if you had already) and try to find a rep that will listen. I was lucky enough to finally get a rep to help. You can too if you persist.

If seller accepts other forms of payment then I'd strongly advise you to use other forms. PP offers no purchase protection against common scams, just scan around this forum to get an idea of the widespread scam schemes allowed by PP loopholes. PP does offer dispute resolutions where seller never responds, but scammers nowadays are more sophisticated and game the well known PP loopholes, and PP is unable or unwilling to act.

Yes, it is frustrating dealing with agents that seemingly do not understand English, and all they do is give you canned responses; but all you can do is keep trying, ask for a supervisor or manager, maybe that'll help. You can also try contacting your bank or credit card company if that's how you funded the transaction, some folks were able to recover their money that way.

What you said about PP is true. But I'd still suggest trying to get your money back. Contact customer service via chat in message center, get to live agent (enter "need more help" when prompted) and then explain your situation.
