Sorry to hear that you're not able to link your GCash Mastercard to your PayPal account. There are some cards that are not compatible with PayPal system to initiate the transfers which includes most online or virtual cards. You can find the possible reasons for the card decline and the solutions here : Why can’t I link my credit or debit card to my PayPal account? You can find the information to re-link your GCash & PayPal accounts and the steps to cash in via PayPal here.
