PayPal's 'Notification of Sale' email not showing customers' 'Special Instructions (delivery notes)'

Why are customers' 'Special Instructions (delivery notes)' entered at WooCommerce checkout showing as "buyer hasn't entered any instructions" in PayPal's 'Notification of Sale' email?

 

Customers leave a Special Instruction (e.g. "leave parcel with neighbour") but PayPal's 'Notification of Sale' email says "buyer hasn't entered any instructions". 

 

Any ideas good people?
