Resolution Centre Not Allowing Me To Respond

I'm currently in the middle of a dispute for not receiving goods that i ordered.

However in the Resolution Centre it is asking me to respond, but when i try to open it, i get a Red Triangle and "Please Try Again"

How can i respond when it won't let me open the message?

It also says there's a restriction on my account? Why? I'm not the one in the wrong.
