Paypal Express checkout pops up with a spinner for a second then vanishes

I am installing Wordpress and Woocommerce, I am jsut finishing up on the  Paypal Express checkout. When I test it the express checkout window pops up with a spinner for a second then vanishes. I have tested it with all plugins disabled accept Paypal checkout and woocommerce.

 

Anyone else came up against this recently?
