PayPal gateway has rejected request. %1 error in magento 2.3

Hello,

When i choose "Paypal" payment method in magento 2.3 it redirects to Paypal page and displays correct amount of items in USD but after clicking "Pay Now", it redirects to paypal/express/review/ page with error "PayPal gateway has rejected request. %1" (shown in below image)

I am getting "Success" ack and "USD" in currency code in Paypal log file.
