Paypal BrainTree giving AUTHORIZATION_ERROR

On PayPal Button click seeing the following Error (Authorization error --- REFUSED_MARK_REF_TXN_NOT_ENABLED:This merchant account is not permitted to create Merchant Initiated Billing Agreement) in the response of https://api.braintreegateway.com/merchants/33gwpg43yk839c22/client_api/v1/paypal_hermes/setup_billin... request with production environment. No issues with sandbox.  Please help.
