UNAUTHORIZED_PAYMENT error REST API mobile

I have set up a mobile integration of the REST API and it works fine with the Sandbox accounts. When I try to switch to live payments, I get UNAUTHORIZED_PAYMENT, with debug id's of ee6b8a8472bca, 2088661b68c4 and others - it just never works live.

I've checked that the client ID and all the URLs are correct (not sandbox), that the payment method is 'paypal' and that the environment is set to production in the Android app. I am using a PayPal account which I always use for payments with a valid credit card set up and linked to a bank account. What can I do to fix this?
