How to get refund if item didint came and dispute being closed?basically there is no easy just talk to someone option at paypal.and after 1 dispute being closed i cant open another. how can i get moneys back as seller ignores mine letters and mine ask to refund money as phone didint came.
there is evidence that item didint came as there is no tracking information in lithuania.
And another question. I am not so familiar with paypal.but still how much time does it takes for paypal to react and solve those things?
You're allowed only one dispute per transaction in this situation.
You can try calling PayPal support and asking if you can open an item not received dispute for this transaction but there is no guarantee they will allow this.
There is no free call option for PayPal support for Lithuania.

Nope you can sell on a personal account, you only need a business account if you are a registered seller OR a high volume seller.
All you need to do is make sure you imput the correct paypal email address in the payments section in the paypal box during the listing process.
Make sure you read up on seller protection on both Ebay and Paypal.

This is a typical scam ..................
They may buy on Ebay but they use an anonymous or hijacked Ebay account and DO NOT have a Paypal account so they can't use Ebay checkout. They encourage you to accept a 'direct' Paypal payment and may ask you to send the item internationally.
They don't quibble on cost and may also say they can't view the item as they are disabled or working abroad etc etc but they will arrange a shipping agent to collect it.
You will get/got a "fake" email that looks as though it is from paypal.....it isn't because they don't actually have a Paypal account and have no intention of paying you.
It will say the buyer has paid ...you won't have been paid.
The 'fake' paypal email will tell you that the buyer has paid for the item + shipping costs but you must send those shipping costs to the courier/ shipping agent via western union, moneygram or walmart etc BEFORE the funds are released to you.
They are not interested in the item, they just want the western union etc funds and you will never see money in your paypal balance.
They also 'sometimes' threaten legal action...have a laugh at that one and ignore it as its rubbish.
Paypal NEVER tell you to send an item before the payment is showing in your paypal account.
Paypal NEVER expect you to use a rival money transfer service eg Moneygram or Western Union etc.
Delete any emails and ignore the scammers.
I have made a purchase from Gearbest and paid it and then cancel the purchase, so they issue a refund via paypal.
6 days now and the refund hasn;t appears on Paypal/Credit Card balance.

If you funded the original Paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.
Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c (Paypal say allow 30 days but I have never waited longer than a week for mine).
I just received a refund. I was charged a fee equivalent to 4.7% of what I was sent. That cant be right, cant it?
Buyers don't get charged a fee for a refund so it sounds as if the seller 'sent' a payment rather than used the 'refund' option.
Even if it was over 180 days and the refund option had disappeared they could still have used the friends / family option to refund you so you got the whole amount.
Suggest you get back to the seller with this.

You can dispute anything, whether you win or not is dependent on many factors.
Also even if you do win how much it would cost you to return the item would depend on what country you bought from.
BUT if you can get written proof that the item is fake from a shop / company that sold / made the item then paypal would often not expect you to return it.
Your best bet is to read up on paypal buyer protection in their user agreement so you can risk assess your transactions...good luck.
