How can i create PayPal MasterCard i can't create one

Paypal.me not Available

I created a new business account but when I navigate to the paypal.me url it routes me back to the dashboard. I have no way of setting up the link for my business.What is going on? I see nothing that allows me to create a link from paypal.me

I joined PayPal through a friend, but didn’t click his invite link how do I put his code?

My friend invited me to PayPal and sent me a QR code or his invite code. I set up an account online and then download the app but didn’t download through his link. How do I put his referral code in to my app so we get the credit?
