I can not use paypal if I want to buy something from the ninento e-shop. Error: 2813-9310 UNPROXESSABLE_ENTITY

None of my payments go through and the merchant is confident it is PayPal and when I call PayPal they hang up on me after I was waiting for a long time. The problem IS PayPal but they refuse to do anything about it . BBB complaint
