used pay pal's Bill Me Later, ebay item never arrived

I used Pay Pal's Bill Me Later to pay for an ebay item on 1/23/11. My item has never arrived. Now the seller is receiving multiple negative feedbacks from other buyers saying they never received there items either. Is there a way to file a dispute and try to get my money back?

You can absolutely file a dispute on the transaction! 

Here’s how to open a dispute on eBay:

1. Go to www.eBay.com and log in to your account.
2. Select ‘Help’ near the top of the page.
3. Click ‘Resolution Center.’
4. Follow the instructions to open a dispute
