Hi basspunished,

Welcome!

What is the status of the payment you sent? If it is not "complete" you won't be able to file a dispute.

Also, what type of payment did you send?

i am having this prob. too.. and now is the 3rd day of me chasing paypal to answer my question,. and their answer is no help at all and it ends up frustrating me more.. thy response me this:

<I apologize for the inconvenience this has caused you. If you are unable
to open a dispute, we can manually open a dispute for you.

To manually open a dispute, we need a brief description of the
transaction problem along with additional transaction details. Here’s
the additional information we need from you:

    * The seller's email address.
    * The date of transaction.
    * The amount of transaction.
    * The transaction ID# or receipt ID#.
    * The category of merchandise (choose the most applicable from the
following list):
          o Computer Hardware or Software.
          o Home/Consumer Electronics.
          o Jewelry.
          o Antiques/Collectibles.
          o Other Tangible Goods.
          o Service.
          o Other Intangible Goods.
          o Virtual Merchandise.
    * The reason for the dispute (choose from the following list):
o You haven’t received the item.
o You received the item, but it’s significantly different than
originally described.

Send all of the above information to us in an email by clicking "Contact
Us" at the bottom of any PayPal page. After we receive the information,
we will manually open your dispute. We will email after we open the
dispute.

We’ll review the case and make a decision within 30 days. After we’ve
made a decision, we’ll email you.>

so i did wht thy ask me to do and thy response:

<An unauthorized transaction is a transaction sent from your PayPal
account without your permission.

Please contact us as soon as possible if you suspect that someone has
made an unauthorized transaction using your PayPal account. PayPal
provides 100% protection against unauthorized payments sent from your
account.

Here's how to report an unauthorized transaction:

  1. Go to www.paypal.com and log in to your account.
  2. Click 'Resolution Center' near the top of the page.
  3. Click 'Report a Problem' in the 'Report a Problem' tab.
  4. Select 'Unauthorized transaction: I did not authorize a recent
transaction.' and click 'Continue.'
  5. Follow the steps to report the transaction.

Here's how to report an unauthorized transaction if you can't log in to
your PayPal account:

  1. Go to www.paypal.com and click 'Security Center' at the top of the
page.
  2. Click 'Start an unauthorized transaction claim' under 'Report a
problem.'
  3. Click 'Continue' under 'Unable to log in?'
  4. Review the information about unauthorized transactions and click
'Continue.'
  5. Complete the report. Select the types of unauthorized changes that
have been made to your account. If there haven't been any unauthorized
changes, select 'Other' and enter 'No Changes.' Click 'Preview.'
  6. Check the box declaring that the information you've provided is
true, and then click 'Submit.'>

i get really confused by this, coz i just told them tht i cant make a dispute and thy tell me this.. so i reply how can i do that whn its not accepting the transaction id?? and thy reply the same answer above.. i ask them about the option they told me first tht thy will do it manually.. but the answer is still same.. so its starting to get on my nerves.. once again i ask them why it keeps saying tht the transaction id is not valid.. thy reply:

<Thank you for contacting PayPal.

I understand your frustration and appreciate the opportunity to assist
you with your questions. It showed that you were trying to use a
different Transaction ID whereas it should be the 3C1039619M067493G.

Rest assured PayPal is continuously working on providing features that
will cater to all your needs. We would appreciate any suggestion or
feedback you can give us.>

tht doesnt really mean anything to me coz i tried tht code already.. and i emil them again about 6times or more.. and atlast.. my question gets a meaningful answer..

<Thank you for contacting PayPal.

I understand that you want to file a dispute and let me address that
properly. Upon reviewing your account, it shows that you can't dispute
the transaction because you need to wait 7 days pass to dispute it
because we give the seller enough time for the shipment of the item.
Here's what you can do right now, I suggest to contact the seller
directly via email and follow up for the shipment of the item or you can
ask for a refund if the seller don't want to ship it out.

If none of my suggestion worked, please let us know because these
transactions can be disputed on November 18, 2010.

Rest assured PayPal is continuously working on providing features that
will cater to all your needs. We would appreciate any suggestion or
feedback you can give us.>

so to whom who will/have the same prob.!! thats the answer.. no need to get through to the missery i been..
