how to block UNPLEASANT BUYERS ?!

Is there a way or page on Ebay where I can block certain persons from bidding on my listings ? I just have one underhanded Ebay seller/buyer intentionally ( Ebay seems to be aware of feedback manipulation ) lowered my standing with future bidders by baselessly claimed dissaitisfaction with shipping time ( mailed out within 48 hours as promised ) & mailing cost ( mine was $1 versus his $1.50 ) & item as described ( he's reselling the same stamps in his NEW listings ) & communication ( I had to politely e-mailed him to pay up because he was dragging his feet ).

I would like to read other seller-posters' encounters and any suggestion on how to deal with them.
