can I send money to the ukraine

Hello, can i send money to the ukraine, I have bough an item from ebay and they only except bank transfer, they say they can send using paypal , but can not recieve money using paypal, is this correct

sdread, welcome to the Community!

Your merchant in the Ukraine is correct - according to www.paypal.com/worldwide, the only services we're able to offer in the Ukraine is the ability to Send Money via PayPal.  They can't yet receive funds. 

If you're uncomfortable sending a bank transfer to the Ukraine (and I can understand why, I don't personally transfer money in any way but through PayPal), you might consider asking the seller to agree to withdraw your commitment to buy on eBay.  This will allow them to receive a credit for some of their eBay fees and you'll be able to save that money for another purchase.
