Help, I got an eBay gift card and now it says it's restricted?

I got an eBay card from a friend a few days ago and now it says the card is restricted. I cannot use it, why's that? Please help!

Sounds like it has been used. 

Once a Ebay gift card is used, it can only be used with the associated paypal/ebay member
