Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said
"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

I've been beating my head, trying to make a payment to a retailer in Australia through paypal but running into an astounding number of problems. I HAVE to make this purchase before the end of the week.

First of all, I created the account because the retailer would not take overseas credit card payments. Then I had to wait 7 days to get the credit card verified by paypal. And now when I try to make the payment I just cant seem to get through. I keep getting the error message 10417...use other payment method.

If I had an option I would have used the 'other' payment method but I can't. Can anyone let me know when this problem will be resolved. I even got authorization from the bank for paypal payments. Is it a problem on the paypal software side?

I tried that and now paypal is saying, "We were unable to verify the credit card you are using with this transaction. Please check that the credit card information you originally provided PayPal is still correct."

This is some major BS. Why the **bleep** am I having all these problems NOW??? I've bought a million different things before using paypal and have NEVER heard that before. Why the heck is the whole paypal system crumbling into a pile of crap NOW?

I also have the same problem. I have money in my checking and my saving accounts. But it wont let me process a transaction that I've been waiting to pay the guy for 4 days.

I dont want to receive negative feedback for an issue that isn't my fault.
