PayPal Community Forums currently exist for the U.S., Canada, Mexico, France, and the U.K.. For countries and languages that are not supported by a localized forum, I would recommend using the following websites:

http://babelfish.altavista.com/

http://translate.google.com

Google translate has more language options, but Alta Vista's site allows you to add a website URL in and it will translate the whole page and any pages you go to through links within that page.
