when linking the bank account charged three times

I'm from the Philippines and I'm trying to verify my PayPal account. Going through the verification, it charged me Php 100.00 for it and it says that I need to enter the 4-digit verification code that I see in the payment description from my bank account. I entered it the only 4-digit code that I see in the payment description but it says it's invalid then i entered the old code. After that, I tried to insert the code again and finally the bank account was linked but unfortunately they charged Php 300.00. cant i refund that?

x1 deposit would be refunded once you confirmed the card, your card issuer may take up to 30 days to process the refund back to your card.

The other deposits would time out at 30 days (longer in some countries) and then would be passed back to your card issuer for processing.
