not able to link card

I unlinked my card from a PayPal account and when I tried to link it to the new one it still says that my card is linked to another Paypal account. Even though I am 100% sure that I removed it from the other one.

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?

Thanks a lot for responding. Well, I never tried anything from what you listed so I'll do so. But I messaged the assistant in the message center and It told me that there were no agents available. I'm also new here so I don't really know where to reach the customer service or ask anyone for help.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
