keeping money in PayPal balance

I'm from Algeria

Can I keep money in my PayPal balance I mean stopping PayPal from sending my PayPal balance to the credit card or bank account ?
I mean Storing my money in PayPal and sending it to my credit card(or bank account) whenever  I want Not Automatically by PayPal every month
