i don't have the summary button even after i linked my card

hello everyone 
so i had my account for 9 years but i didn't have the chance to verify so last summer i got my first card and i try to verify my account it want throw but i didn't have the balance enough to confirm my card so i waited last night i had the money i charge my card PayPal to the 2 dollars and it's confirmed but the summary button and the balance nothing is showing except to link my card but i have already linked i don't know what to do i look up every where some say that i need to clear cookies i did it but not thing happed someone said that maybe the email raised red flag but i never touch my PayPal for 9 years this is my first interaction can someone help me please

You can't add a local bank account / and rarely a debit card in your country.
You can only link a visa credit card.

Also the option to receive Paypal payments is sadly not available in Tunisia so you won't have a balance.
You can only send payments for purchases funded by your (confirmed) credit card. Paypal automatically debits your selected card during checkout when you purchase things. You don't have the option to add funds to your balance in Tunisia.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.

one more question please just to clarify if I provide someone with my PayPal email and they try to send me money it will not go through or it will go straight to my card
