I'm sorry to hear that you're having trouble linking a card to your PayPal account. If you've tried to link the card multiple times and keep being denied, I suggest waiting at least 48 hours before trying again. If an attempt is made to add a card too many times and fails, it is likely that the Security System will prevent the action from being completed.
Before attempting to link it again, please clear your cache and cookies and try a different browser.
