im trying to link my bank acc with my personal acc that i just made, and it keeps saying that my bank account has reached its maximum paypal account limits (so like its linked to the maximum amt of paypal accs) but i only had a business acc before and i have removed the bank from that account, however i still cant link the same bank to this new acc, anyone know what to do?

In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.
