i can't add bank account

Hello there. I removed 1 card and bank account from my paypal account 1 week ago. but I couldn't add a new bank. Is there a problem with my account? Why can't I add a new bank? I can't reach live customer support for days. And it's been a week since the incident I told, now I tried to add a bank account again and it didn't work. I can't add my old account either.
