11 years ago i moved to europe. made a new paypal account and forgot the old one as i so rarely used it. now a seller refunded me to the wrong account and the money is on the old paypal account with no apparent way for me to get it out. is there no way to transfer a balance without an active bank account tied to the account? i can't put in my EU bank on the US account.
