ethiopians which banks account can I use for pay pal in Ethiopia?

I can't seem to link my commercial bank of Ethiopia visa card to pay pal. It always says your card is declined

Contact your card issuer (call number on back of card) to ask why the card was declined. Maybe your card has to be able to accept international transactions or enabled for online use.
