can't link a card that was linked to a canceled PayPal account to a new PayPal account

I once opened a PayPal account in China and linked a Dutch card. Since I'm in the Netherlands now, a Chinese PayPal account is not useful. So I logoff the account soon. But I forgot to remove the card from the account. So I can't link the card to my new PayPal account in Netherlands. 
Customer service in China said that once the account is canceled, the bank card will be automatically unbound. If it cannot be bound, you need to contact local customer service.  So can I get help from here?

This is not customer service/  This is peer to peer help.  customer service is ONLY through paypal.com.  Click "help" scroll down to "contact us" click that and submit your information there.  They will be better able to answer you there.
