It could be our internal security system blocking this action. In order to help override this, there are a few suggestions that I would advise. 

 

  1. Wait 72 hours before attempting to add the card again.
  2. After 72 hours pass, please log in using your PayPal Website rather than the PayPal App.
  3. Ensure this card has your name listed on it. 
  4. Check that this particular card is not listed on any other PayPal accounts.
  5. Please avoid using any VPN's
