Unable to use Paypay USD Cash Amount

I have an Indian PayPal account with some USD in it. I'm out of the country at the moment and have received some money on PayPal. I want to send that to my US bank account/ card or to at least use it for online shopping (in USD because that's the currency it is right now). But when I try to use it online, it's not showing an option to pay from the PayPal money. When I try to transfer to US account/card, it's not allowing me to add that information. When I try to send it to Indian card instead that also isn't working.

How can I get the USD out of the paypal?

You can't use a balance in India unfortunately as all funds are auto withdrawn from your balance as per link.
